Action plan for modernizing education in Zhejiang

The government of Zhejiang province recently issued an action plan to modernize local education in the province by the year 2035.
The plan aims modernize local education and build a world-class modern educational system with Chinese characteristics.
According to the plan, 90 percent of counties and districts in Zhejiang will achieve modernized education systems by 2020, and enrollment in higher education will reach 62 percent. By 2035, all counties and districts will have modernized education systems.
The plan includes the following nine tasks:
First, strengthen education on the Communist Party of China, and strengthen the leading role of the Party in guiding educational development.
Second, strengthen moral education and reforms in education, examinations, enrollment, curriculum and teaching assessment.
Third, ensure the balanced development of kindergartens, primary and secondary schools, schools of higher education and vocational schools, improve schooling for the disabled and the poor, and ensure equal access to public educational resources.
Fourth, build more world-class universities and disciplines, parks for educational R&D, key national labs and university think-tanks.
Fifth, promote lifelong learning for everyone, improve credit recognition systems in universities, encourage universities to conduct continuing education, and establish lifelong learning networks throughout the province.
Sixth, improve training and assessment of teachers and hire more teachers for urgently needed disciplines.
Seventh, drive educational development with information technologies, offer online teaching and handle educational affairs online.
Eighth, strengthen educational cooperation with other provinces and overseas countries, promote educational integration in the Yangtze River Delta region and increase educational assistance to central and western China.
Ninth, improve educational legislation and law enforcement and strengthen reforms and regulations.
