The Zhejiang provincial government has published a guideline document on developing national-level comprehensive pilot zones for cross-border e-commerce in five Zhejiang cities.

On May 6, the Zhejiang cities of Huzhou, Jiaxing, Quzhou, Taizhou, and Lishui were approved by the State Council to become the fifth batch of the country's comprehensive pilot zones for cross-border e-commerce.

The new guideline sets out specific development goals for different cities. The pilot zone in Jiaxing is supposed to exceed 20 billion yuan ($2.87 billion) in its annual transaction volume for cross-border e-commerce by the end of 2020. In addition, the year-on-year growth rate for the zone's internet retail exports should be at least 30 percent.

Quzhou is expected to have formed a number of cross-border e-commerce industry parks, at least 10 relevant industrial clusters, and at least 100 leading e-commerce companies by the end of 2022. The lower limit for the year-on-year growth rate for the zone's transaction volume is set at 30 percent.

According to the guideline, Zhejiang province is set to accelerate the construction of new-type trade centers in the province, making use of these five e-commerce pilot zones.
