Kaihua county in Quzhou, East China's Zhejiang province is pioneering a new model of economic development by boosting cross-border e-commerce to transform its apparel industry, promoting its apparel exports.

To address challenges such as low logistics efficiency and weak brand competitiveness, Kaihua has developed a 35,000-square-meter cross-border e-commerce industrial complex. This facility integrates production, live-streaming, and smart logistics, creating a comprehensive service platform that boosts the local apparel industry.

The platform offers 12 government services, including business registration and tax filing, improving administrative efficiency by 60 percent. Digital upgrades include enterprise resource planning systems and AI-driven design tools that have reduced design time by 33 percent and shortened product development cycles to 60 days.

An advanced logistics system with automated sorting increases efficiency by 300 percent, while a big data center enhances product conversion rates by 45 percent.

The model combines cross-border e-commerce with industrial clusters and local entrepreneurship, led by Yun'en Garments, transforming 20 traditional companies. This initiative has offered flexible employment and boosted village incomes by 200,000 yuan ($27,875) annually.

With reduced logistics and operational costs, the total output of Kaihua's apparel industry exceeded 1.5 billion yuan in 2024, with its exports through cross-border e-commerce platforms reaching 180 million yuan.
