Li Zhaoqian, vice chairman of the All-China Federation of Industry and Commerce (ACFIC), released the latest report on the business environments of Chinese provinces and cities at a private sector forum held in Wenzhou, Zhejiang province, on Nov 1.

The report includes rankings of the top 10 Chinese provinces and the top 10 Chinese cities in terms of business environment. Zhejiang ranked first place among all Chinese provinces, and three Zhejiang cities, namely Hangzhou (1st), Wenzhou (6th), and Ningbo (7th), made the top 10 cities.

Between June and October, the ACFIC conducted a survey of private enterprises nationwide, asking them to evaluate the local business environment. The ACFIC report's final rankings are based on a weighted analysis of subjective survey results and objective figures.

Among the top 10 provinces, Zhejiang is followed by Guangdong and Jiangsu. Among the top 10 cities, Hangzhou is followed by Shanghai, Suzhou, Nanjing, and Beijing.
