Yiwu implements pre-shipment inspection to boost small commodities exports
Yiwu Customs have implemented the "pre-shipment inspection" supervision model to improve the efficiency of small commodities exports.
Under the new model, exports of small commodities is facilitated through the consolidation warehouse where goods are received as bulk cargo. Exporters have the flexibility to choose container options based on shipping schedules and destinations. Each cargo owner independently declares their goods, and customs conducts inspections based on the customs declaration form as a unit.
Goods flagged for inspection are individually inspected, while inspection and release are conducted in parallel, allowing for simultaneous loading of other released goods within the same container without interference.
The customs have adopted a large number of intelligent technologies to ensure that small commodities can be quickly cleared for export.
The consolidation warehouse adopts full-process informationization and traceability management of incoming goods. From the moment the goods enter the warehouse until they are shipped out, all the information at each stage is collected and recorded.
The data of goods are exchanged with the customs system in real time, and the flow of goods is controlled through system instructions. Digital technology is introduced for warehouse operation management, using IoT and RF technology to control and record the forklift and pallet operation trajectories.
Empty container inspections are conducted using video recognition and analysis technology, and real-time alerts are issued in case of any violations. In order to further reduce labor costs, unmanned forklifts are also used in some warehouse areas for pallet recognition and handling operations.
Since the trial operation of the new model, the customs have supervised the export of 2,926 batches of goods from the consolidation warehouse, with a total value of $12.88 million.
