The Lishui enterprise, Zhejiang Chenlong Sawing Machine Company Ltd, established a research and development (R&D) center in Dream Town in the Yuhang district of Hangzhou. The company recruited three new R&D staff members recently.

Ding Zelin, chairman of the company, said that the policy of "talent enclave" has solved the difficulties of introducing talents to enterprises in mountainous areas in Lishui and added new vitality to the development of these companies.

Taking the regional advantages of Hangzhou, Ningbo and other cities in Zhejiang province, Lishui has built three talent enclaves in these areas, forming the model of "work and live in other places and make contributions to Lishui".

Five enterprises headquartered in Lishui have set up research institutes in the Lishui Digital Building in Hangzhou. The increasingly strong entrepreneurial atmosphere in the building has led to the convergence of various innovative elements and turned it into a new fulcrum for talent innovation in Lishui.

At the same time, Lishui issued interim measures for the introduction and management of overseas engineers to give full play to the resource advantages of overseas Chinese and build overseas talent enclaves. So far, 10 overseas talent stations have been set up in countries such as the United States and Germany.

To meet the demands of talent enclave enterprises in science and technology, finance and other fields, Lishui selects talents with rich work experience to serve as talent service specialists for key projects, providing one-stop services for project applications, approvals, construction and operation.

The innovation of creating talent enclaves has attracted many talents to work for Lishui enterprises. At present, the city has established cooperation mechanisms with 37 domestic key universities and 13 domestic and foreign well-known talent service agencies, and introduced more than 3,800 urgently needed talents, including 20 doctors, three academicians from the United States, France and Russia, one expert of national outstanding contribution, and 14 national special experts.

Lishui also signed 10 talent projects with institutions such as Yangtze Delta Region Institute of Tsinghua University, Zhejiang, and Zhejiang Lab.
