Lishui in East China's Zhejiang province recently issued the "157 innovation leading action plan", local media reported.

According to the plan, in the next five years, Lishui will focus on "innovation leading", and strive to achieve the five goals of doubling the number of high-end entrepreneurship and innovation talents, doctors (postdocs), high-quality science and technology innovation subjects and high-tech enterprises, and the amount of research and development investment.

The plan aims to promote the development of innovation subjects, the gathering of innovation factors, and the cultivation of innovation culture in a coordinated way so as to fulfill the requirements of the municipal Party committee on "achieving the necessary and moderate high speed growth under the premise of high-quality green development".

Focusing on the strategy of strengthening the city with talents and science and technology, the 157 innovation leading action plan also asks for acceleration of introduction and cultivation of leading innovative and entrepreneurial talents, higher concentration of young talents, and promotion of construction of a science and innovation center in southwest Zhejiang.

Relying on overseas platforms such as talent stations, Lishui will introduce high-level, professional, top-class talents and young professionals urgently needed for its development.

Also, the city will encourage industrial parks, universities, research institutions and enterprises to set up offshore talent incubators overseas and further expand the channels for attracting talents.

In addition, Lishui will take the initiative to connect with about 100 universities and institutes and carry out all-round cooperation in technological innovation, achievement transformation, carrier construction, project introduction and talent exchange to attract 3,000-5,000 college students for on-site recruitment, 100 college students to start businesses in Lishui, 1,000 college students to intern in Lishui, and 10,000 college students to find jobs in Lishui.
