Liao Zonglin moved to Italy in 1981. In 1997, he raised 800,000 yuan ($123,440) and founded IL Tempo Cina Europa, the first Chinese newspaper in Italy and served as its then editor-in-chief. The newspaper opened a special section about Wenzhou – the port and industrial city in East China's Zhejiang province – to reflect the development and changes of the city over time. It has become one of the most influential Chinese newspapers in Italy and was subsequently acquired by the Wenzhou Daily Newspaper Group.
