Digital app facilitates application for allowances in Wenzhou

Wenzhou in East China's Zhejiang province recently launched a mini-program that serves eligible applicants for living allowances on the Zheliban app, an online administrative service platform widely used in the province.

The mini-program integrates big data from 17 government departments across the city, which process applications for 1,000 types of living allowances made by eligible applicants across 13 categories, including seniors, military personnel, as well as people with disabilities.

Through big data analysis, the mini-program automatically reminds its users of what kinds of and how much of the allowances they are entitled to, a function particularly helpful to seniors.  

"Previously, I had to visit multiple government departments and bank outlets in order to receive my living allowances as a student with disabilities, as well as a person struggling economically, which was extremely troublesome and time-consuming. But now I can just handle all the procedures with ease by several clicks on my cellphone at home," said Huang Yaming, a resident in Wenzhou's Lucheng district, on Aug 15.

The use of the mini-program also relieves the workload on many grassroots government agencies as the application or approval procedures for many allowance items have been either simplified or cancelled.

To date, a total of 59,036 Wenzhou residents have used the mini-program to receive a combined amount of 38 million yuan ($5.86 million) in living allowances. In the future, local authorities plan to expand the application scenarios of the mini-program so that it can serve 4 million applicants per year.
