Construction kicked off on Sept 9 of an intelligent manufacturing center for children's products – in the Ouhai district of Wenzhou city, in East China's Zhejiang province – which will cost over 1 billion yuan ($155.5 million).

Located in Ouhai Fashion Smart Manufacturing Town, the center will occupy a 100-mu (6.66 hectare) site and its total floorspace will cover 305,700 square meters.
Developer Zoenn Group Co Ltd said the center will design and manufacture products for younger children, including shoes, clothing, bags, home furnishings, stationery and toys.
A senior executive said it had taken less than three months to go from choosing the site to the start of construction.
"I didn't expect the project to start so soon. Ouhai's efficient business environment has greatly boosted our confidence in advancing the project," he said.
"It started early and will complete early, so we can gain the benefits early."
It's understood that the high efficiency was achieved through the combined efforts of seven district departments, all pulling together. Among them, the Wenzhou Higher Education New Area Construction Center set up an ad hoc group for the project, completing procedures from project design to reviews, revisions and approval within just 20 days.
Last year, Ouhai district was rated as one of China's top 10 districts for its business environment quality.
