Wenzhou, Ningde launch public service mutual recognition system

Wenzhou and Ningde, two neighboring cities located in Zhejiang province and Fujian province, respectively, signed an agreement on Jan 19 to allow the mutual recognition of 63 public affairs.

Wenzhou and Ningde have enjoyed frequent economic and cultural exchange since ancient times, but were limited by the inconsistencies in their respective provincial government standards.

Cangnan county in Wenzhou and Fuding city in Ningde overcame this problem for the first time in October 2020. The two county-level areas developed a mutual recognition system that allowed public affairs concerning registered permanent residence change, education, medical care, marriage registration, and social and health insurance to be mutually handled and recognized.

The agreement signed on Jan 19 was an upgrade to the mutual recognition system to handle not only county-level but also city-level affairs. The affairs cover eight major areas including provident funds, health insurance, human resources and social insurance, public security, and market supervision.

The affairs can now be handled at designated service windows at the Wenzhou Civic Center or Ningde Administrative Service Center, the official website of Zhejiang government affairs, or the "Zhe Li Ban" mobile app.

In addition to Ningde, Wenzhou has also established a similar mutual recognition system with Jiading district in Shanghai, Jilin city in Jilin province, Xinyu city in Jiangxi province, Zhuzhou city in Hunan province, Bijie city in Guizhou province, and Quanzhou city in Fujian province.
