Zhoushan issues measures for self-managed foreign-related shipyards

Zhoushan in East China's Zhejiang province has introduced the province's first measures for foreign-related repair and shipbuilding enterprises as the city began implementing the regulatory document on Dec 1.

According to the new measures, shipyards listed in the self-management directory may allow foreign crew to board or disembark without separate permits during a vessel's stay, receive priority in border inspection procedures, and access streamlined document handling.

The city hosts 32 foreign-related shipyards, yet varying scales and a lack of unified standards have made it challenging to consistently apply convenience measures. The new rules aim to strengthen standardized management, support smooth port clearance, and improve the business environment for Zhoushan's shipbuilding sector. Under the measures, convenience policies are directed to enterprises that meet self-management criteria, allowing regulators to allocate more resources to sites requiring closer oversight.

Border inspection authorities will conduct regular or on-demand assessments. Regular evaluations take place every six months and review overall performance, while on-demand evaluations apply when an enterprise seeks to resume eligibility after previous issues. Based on assessment results, authorities will maintain a dynamic directory of approved enterprises.

Enterprises not in the directory may apply for reassessment once they meet the criteria through foundational improvements and corrective measures.
