Jiashan, a county in Jiaxing, East China's Zhejiang province, experienced an 84.6 percent year-on-year increase in resident permit applications from international high-caliber professionals last year, local media reported on March 1.

It was the international "At Most One Visit" reform that has helped the county retain so many international talents.

Last year, Jiashan established a "single window" system for foreigners' residence permits. This year, the county established the first one-stop foreign affairs center in the province.

To date, Jiashan has been capable of offering one-stop service to affairs concerning foreigners, including work permits, residence permits, and starting up a business in the county.

As one of the three demonstration zones of the eco-friendly integrated development of the Yangtze River Delta (YRD) region, Jiashan started the mutual recognition of work permits for high-end foreign professionals with two other demonstration zones last year.

The other two zones are Qingpu district in Shanghai and Wujiang district in Suzhou, with the three demonstration zones able to grant qualified foreign professionals a maximum work permit period of five years.

In addition, Jiashan also established special teams, consisting of international students, international volunteers, mediators for foreign affairs, as well as guest supervisors of immigration affairs, to better serve local international professionals.

To satisfy their demands on children's education and healthcare, Jiashan has introduced a nine-year school and a senior high school established by Wellington College, as well as established an international healthcare center.

The county also organized various activities to familiarize local international professionals with traditional Chinese culture.
