Recently announced in Jiangsu, the "2024 Top Cities (Districts) for Entrepreneurial Happiness" survey results put Zhejiang in a leading position with eight spots on the list, making it the top-performing province.

The rankings, organized in partnership with Baidu, utilized an AI-powered happiness index model encompassing five main indicators: business efficiency and costs, financial and legal services, talent and employment, policy environment and public services, and business security.

Data collection included big data analytics, online surveys, in-person research, and expert assessments to provide a comprehensive and nuanced evaluation.

At the core of these rankings is one key factor: the business environment. Zhejiang's edge lies in its commitment to continually innovating its provincial-level public services, driving substantial improvements across localities.

For example, Ningbo's Yinzhou district established a business environment office in February 2024, focusing on addressing key market challenges and enhancing administrative services. Similarly, Hangzhou set up a "last-resort service" counter at its enterprise service center, offering specialized assistance for "unresolvable issues", ensuring that no business falls through the cracks.
