Zhejiang province has issued new guidelines to accelerate the growth of its service trade, aiming to achieve service imports and exports exceeding 850 billion yuan ($119.12 billion) by 2027.
According to the guidelines, Zhejiang will strengthen traditional sectors such as international transport and travel services, expand emerging sectors including telecommunications, computing, and information services, and develop specialized professional services with distinctive international features.
In the international transport sector, the plan calls for stronger capacity in both maritime and air services. By 2027, Zhejiang's coastal ports are expected to handle 1.7 billion metric tons of cargo and 50 million twenty-foot equivalent units, with more than 135 international routes in operation, including at least 60 dedicated air cargo routes.
To boost international travel services, the province will improve departure tax refund procedures, including the instant tax refund system, and target an average annual increase of 10 percent in overnight inbound visitors by 2027.
Zhejiang also aims to enhance international cultural and entertainment trade, building on the global popularity of Chinese online literature, dramas, and games. The plan supports the development of original franchises in games, film, and literature, and seeks to produce high-quality cultural products tailored for international markets.
