The transport enterprise operating the truck that blew up had in the past been given 10 administrative punishments, mostly for "failing to conduct comprehensive vehicle performance tests and technical ratings as required" or "failing to implement the production safety management system according to the regulations".

At least 20 people were killed after a liquefied gas truck exploded in Wenling, Zhejiang province, as of 7 am on Monday, local authorities said, one more than the 19 reported on Sunday.
Twenty-four people were seriously injured and have been hospitalized in Wenling, Wenzhou and Hangzhou.
On-site search and rescue efforts have concluded and cleanup is underway, the authorities said.

The death toll rose to 19 by 9 am on Sunday. A total of 172 people were hospitalized, with 24 seriously injured, Zhu Minglian, vice-mayor of Wenling, said at a news conference on Sunday.

The State Council Work Safety Committee on Sunday urged authorities to further step up efforts to supervise the transportation of dangerous goods after a truck loaded with liquefied gas exploded on a highway in East China’s Zhejiang province on Saturday killing at least 19.
A special work group sent by the Ministry Emergency Management arrived at the scene in the early hours of Sunday.

An oil tanker blast near Daxi town in Wenling city, East China's Zhejiang province, has so far killed at least 9 people and injured 117 on Saturday afternoon.
The tanker exploded at 4:40 pm on Saturday and rushed out of the Wenling section of the Shenyang-Haikou Expressway, toppling down nearby houses and factory buildings, the statement from Wenling city government said.
