In 2018, Jiaxing was among the top 10 cities in China in terms of net talent flow-in rate. Its net flow-in rate for mid and high-end talents was 7.21 percent, ranking fourth in China. Its "Innovative Jiaxing: Elites Program" has been operative for 10 years to continuously attract domestic and overseas high-end innovation and entrepreneur talents. It has carried out 1,021 sub-programs in terms of leading talents selection, which resulted in welcoming a Nobel laureate to the city for the first time. Currently Jiaxing has 1.2 million talents, of whom 170,000 have a high skill level and more than 40,000 are considered high-end in their fields.
