Zhejiang FTZ a hot topic among NPC deputies
China (Zhejiang) Pilot Free Trade Zone (FTZ) is one of the most popular topics among Zhejiang deputies to the 13th National People's Congress at its first session from March 5 to 20.
"To further the construction of Zhejiang FTZ is an important mission the country has assigned to Zhejiang," said Wen Nuan, deputy director of the province's organization department who has worked in Zhoushan, where the zone is located, for years.
Wen submitted a motion regarding the building of an oil trade center in the Zhejiang FTZ. He said Zhoushan is an international base for oil transfer and storage, which lays a solid foundation for forming a complete industrial chain for oil products. "The most featured aspects of the zone in Zhejiang should be oil-related," Wen added.
Wen's idea was echoed by Xia Yongxiang from a fishery cooperative in Zhoushan. "The 1st International Petroleum and Natural Gas Enterprises Conference was held last year and the world's most renowned oil and gas enterprises including Royal Dutch Shell and ExxonMobil paid attention to the construction of Zhejiang FTZ," he said.
Zhejiang has made some effective explorations into the trade of bulk commodities, but there are still a few difficulties to tackle, according to Wen. He proposed building a trade platform in accordance with the international rules and promoting the bringing-in and going-out of bulk commodities like oil products.
Shen Manhong, president of Ningbo University also shared his insights on the FTZ. He said streamlining administrative procedures and innovating systems and institutions are vital to facilitate free trade in this region.
