Zhejiang strives for high efficiency in administrative services
Zhejiang province will ramp up efforts to become the most efficient province in online government services by boosting public data integration and sharing, and promoting digitization of government affairs.
By the end of 2018, over 80 percent of administrative services are expected to be online and more than half of civic affairs will be able to be conducted with people's ID cards.
Zhejiang initiated the "At Most One Visit" service reform in February 2017, with the aim of streamlining administrative procedures for people and businesses. The reform has integrated several government departments and placed them all under one roof at new administrative service centers throughout the province.
"We used to submit documents to different departments, but now data sharing helps streamline application procedures," said Yao Bingqing, a financial worker from an insurance company in Hangzhou.
Data sharing among different departments has helped overcome the compartmentalization of information. It saves applicants the hassle of preparing the same documents for various departments, and also simplifies procedures for government staff, as they do not need to repeatedly review submissions and input information manually.
"Business registration information of the industry and commerce Department has now been shared with taxation authorities, which has benefited over 1.53 million newly-registered companies and individual businesses," said Zhang Xiaoli, vice director of the Electronic Taxation Management Center of the Zhejiang Taxation Bureau.
In 2017, administrative service centers in the province adopted the "One Window" information system, which has integrated data from 214 government departments, enabling the public to submit application materials at one service window and receive approvals from several departments.
For instance, paying taxes on real estate transactions, which previously required nine different application materials, can now be done with just one, due to information sharing among the departments of Taxation, Land and Resources, Housing and Urban-Rural Development, Public Security and Civil Affairs.
The latest figures from the Provincial Data Management Center showed that the official service website of the Zhejiang government has over 15 million registered users and more than 50 percent of services can be accessed online.
