With a people-centered development philosophy in mind, Zhejiang is now a front-runner in all-round reform in China, as it continues to deepen its advances in "At Most one Visit" administrative service and use them to leverage reforms in other areas. For example, matters related to the whole lifecycle of an enterprise are now streamlined. A company can finish the general process of setting up business within one day, including business registration, seal making by public security organs, bank account opening and tax invoice application. For matters related to the lifecycle of an individual, Zhejiang is advocating a "one-time service for all" working model, to offer integrated services that deal with everyday issues such as birth, education, medical care, employment, marriage, housing and retirement. "One trip to the government office is the minimum requirement, zero trips are the norm, and multiple trips are only exceptions." Zhejiang is gradually making that a reality. The satisfaction rate among the public has reached 96.5 percent.
