Zhejiang launches measures to support small and micro-sized companies amid outbreak
Zhejiang province launched 15 measures on Feb 27 to help small and micro-sized companies resume operations.
First, according to the measures, local governments will take responsibility for local epidemic control work. Local government departments in charge of finance and information, transportation, construction, rural affairs, commerce, and culture and tourism should be responsible for offering guidance to local small and micro-sized companies in resuming operation.
Second, local governments should take a precise and targeted approach to helping companies resume production based on local risk levels.
Third, local governments should raise awareness of epidemic prevention and control among companies. They should ensure that local small and micro-sized companies abide by prevention and control measures required on both the national and provincial level.
Fourth, local governments need to establish special teams to formulate solutions in advance to deal with possible virus-related emergencies at small and micro-sized companies.
Fifth, Local governments should familiarize themselves with the labor need of small and micro-sized companies and enhance coordination with labor service-export regions to bring back workers. They should make use of the health code system to address the shortages in the workforce.
Sixth, local governments should enhance financial support for small and micro-sized companies. Financial institutes are encouraged to delay the repayment of loans without additional interest for small and micro-sized companies.
Seventh, local governments should work to address problems related to dining, accommodation and commuting for employees of small and micro-sized companies.
Eighth, local governments should provide more legal aid to companies to deal with contract, labor relations and trade disputes.
Ninth, local governments should encourage traditional dining companies to explore online business services in order to facilitate the resumption of production of small and micro-sized companies. Small and micro-sized companies are also advised to look for more online trade opportunities.
Tenth, local governments should promote small and micro-sized companies in industrial parks to resume operation as soon as possible.
Eleventh, local governments should help leading industrial companies establish close ties with small and micro-sized companies.
Twelfth, commerce chambers and associations should help small and micro-sized companies resume operation.
Thirteenth, local governments should make more efforts to publicize favorable policies for small and micro-sized companies. Governments should issue corresponding guidelines to detail the enforcement of relevant policies.
Fourteenth, local governments should implement a targeted service system, assigning volunteers to offer guidance to small and micro-sized companies or act as temporary employees for them.
