Ningbo in East China's Zhejiang province will fully promote the "forest chief" system, which sees officials at each level of government appointed to take charge of the forest resources in their area, local authorities announced recently.

More than 4,300 officials from the city have been appointed as "forest chiefs", according to the Ningbo municipal bureau of resources management.

Among them is Zhang Xiaorong, deputy mayor of Xianxiang town in Ningbo's Yinzhou district. Zhang is responsible for 26,000 mu (1,733.3 hectares) of forest and wetland resources in the town.

According to an action plan released by the local government, Ningbo aims to keep the city's forest coverage rate above 48 percent and have a forest stock of more than 27 million cubic meters by 2025.

It will also step up afforestation efforts and turn all its administrative areas into national forest county-level cities (districts).

Part of the efforts involve constructing trading platforms that allow enterprises and farmers to redeem cash based on their contributions to improving the environment.

In addition, more than half of the wetlands in the city will be designated as protected zones.
