Zhoushan unveils new plan to boost inbound tourism through 2027

Zhoushan in East China's Zhejiang province recently released an action plan to become a world-class island-based marine tourism destination.
The plan outlines four major strategies — expanding sources, enhancing services, strengthening global promotion, and increasing capacity — to improve tourism infrastructure and attract more international visitors.
By the end of 2027, Zhoushan aims to exceed 150,000 inbound overnight visitors annually, with growth surpassing 10 percent per year. The plan also sets a target of over 50 million online impressions across official social media platforms and calls for at least two international events or festivals each year.
Key goals include enhancing services such as customs clearance and payment systems and creating a one-stop tourism service center at Zhoushan Putuoshan Airport. The city will also stabilize existing international routes, open new air and cruise lines, and introduce more inbound cruise products.
The plan calls for developing immersive tourism products, setting up intangible cultural heritage centers, and piloting provincial-level innovation zones for inbound tourism. This year's priorities include finalizing local incentive policies, standardizing the language of signage, and building outbound tax refund services.
Zhoushan is focusing on Hong Kong and Macao special administrative regions while exploring potential routes to Thailand and South Korea. Social media promotion across global platforms will also be expanded to raise the city's international profile.
