Foreigners cannot apply for individual businesses in China
In accordance with the regulations of individual industrial and commercial households, only the Chinese citizens who have capability of management (including Chinese citizens who are permanent residents of Hong Kong S.A.R. and Macau S.A.R., residents of Taiwan) are entitled to register under the industrial and commercial administrative department, engage in businesses or self-employed.
